Important USPS Postmark Changes Affecting 2025 Year-End Contributions

If you are looking to mail in your contribution to USITT before the end of the year, please be aware of the new USPS postmark rule (effective Dec. 24, 2025). This rule changes the official date to the first automated processing date at a regional center, not when you drop it off, meaning time-sensitive mail (taxes, payments) can be postmarked days late, potentially making it "late" despite being mailed on time. To ensure timely filing for things like tax deductions or payments, you must get a manual (hand-stamped) postmark at a USPS counter or use Certified/Registered Mail.

What's Changing?
  • Old Way: Mail dropped off (blue box, PO) often got a postmark reflecting that day's acceptance.
  • New Way (Effective Dec 24, 2025): Machine postmarks are applied at regional processing centers, potentially days after drop-off.
Why It Matters (The "Mailbox Rule" Problem):
  • Legal Deadlines: Many laws (IRS, state) rely on the postmark date to determine if something was filed on time.
  • Late Penalties: A delayed postmark (e.g., mailed April 15, postmarked April 16) can trigger penalties or interest.
  • Tax Deductions: Year-end donations mailed late in December could get a January postmark, making them deductible for the next tax year.
How to Ensure Your Mail is Timely:
  • Go Inside: Visit a USPS retail counter in person.
  • Request: Ask for a manual (hand-stamped) postmark.
  • Use Certified/Registered Mail: These provide dated receipts and are more secure.
  • Postage Validation Imprint (PVI): A stamp from the counter showing proof of mailing.
What to Avoid:
  • Blue collection boxes.
  • Self-service kiosks.
  • Relying on the postmark from your office postage meter.
